In Matteson, fire prevention is
recognized as an essential component in the overall fire suppression
effort. The Fire Prevention Division focuses on identifying fire and life
safety hazards through routine fire inspections at both the Company and
Staff level. A Lieutenant who reports directly to the Fire Chief heads the
Fire Prevention Bureau. While
voluntary compliance of Code violations is the goal, the Village has in
place a Hearing Officer for adjudication of matters not voluntarily
resolved.
General Information
Plan Review
Inspections
The Matteson Fire Department is the authority having jurisdiction for the plan review and acceptance testing of fire protection systems. This includes new systems and alterations or modifications to existing systems. Fire protection systems include, but are not limited to, sprinkler systems, dry pipe systems, standpipe systems, ansul systems etc. All required fire protection systems must be approved by the Fire Department before the occupancy permit will be issued.
Fire Suppression Systems:
A Fire Suppression system shall be installed and maintained in the following occupancies:
An automatic sprinkler system designed to meet the criteria outlined in NFPA 13D shall be installed in all newly constructed single-family homes within the Village of Matteson. The automatic sprinkler system for newly constructed attached single-family shall meet the design criteria found in NFPA 13R. All other occupancy classifications shall be designed to meet the requirements of NFPA 13.
In addition to the requirements set forth in NFPA 13, the following local requirements shall be met:
- All control valves for the sprinkler system must be supervised with tamper switches.
- A post indicator valve or wall indicator valve is required on the supply side of the sprinkler system (single-family dwellings and multi-family units exempt).
- Separate control valves are required for each floor in multi-story buildings and/or for each occupancy in a multi-unit commercial building. Separate flow switches are required for each floor/occupancy as outlined above.
- The Fire Department connection shall be located near the main entrance to the occupancy.
- Pipe used in sprinkler systems shall be of steel construction except when used in single-family homes.
- The entire system shall be supervised, zoned, and annunciated in accordance with NFPA 13, 72 and the Building Code in effect at the time of construction. Additionally, all flow switches shall be connected to a strobe light (this is the same light required under Section F-501.2.1.1), so as to activate the strobe light when an alarm condition exists. Location of the strobe light shall be on the front of the occupancy in close proximity to the main entrance when possible as to be seen from the street.
All existing buildings covered by this section shall conform to this ordinance when:
- Change in ownership (Except 13D Systems).
- Alterations or damages exceeding 50% of the physical value of the structure (Except 13D Systems).
- The physical value shall be determined by an appraisal of the structure exclusive of land and furnishings. If there is a dispute as to the physical value of the structure, the matter will be remedied through the appeals process outlined in this Code.
Standpipe Systems:
All buildings three or more stories in height and all buildings in which the floor level of the lowest story is located more than thirty feet below the highest level of fire department vehicle access shall have standpipe systems installed throughout in accordance with the Matteson Building Code. The standpipes shall have an approved fire department connection with 2.5-inch hose connections at each floor level (Class One).
Plans for each fire protection system must be submitted to the Matteson Fire Department, Attention: Fire Prevention Bureau, 4900 Village Commons, Matteson, Illinois 60443 for review purposes. Plans are generally reviewed and written comments provided within 10-14 working days. After the review is completed, the applicant will be furnished with at least one (1) set of stamped drawings, which are required to be on-site and available for the Fire Department Inspector.
The plan submittal shall include:
- A minimum of three (3) sets of plans for each fire protection system
- Fire protection system calculations
- Manufacturers specification sheets on all devices
- Fire Protection System Application Form
When a fire protection
system is being modified and such modification involves ten (10) heads/nozzles
or less, the plan review fee is $ 125.00 and includes one (1) inspection.
All other fire protection system reviews are outsourced to a firm
selected by the Village. The
cost of such review shall be borne by the permit applicant (cost of review
plus $50.00) and includes underground flush test, rough inspection of
piping, hydrostatic test and final acceptance/performance test.
Fire protection systems must be designed, installed, and function in accordance with locally adopted codes and locally adopted amendments to the codes. This information, and other general information regarding fire protection systems and fire alarm systems are available from the Matteson Fire Department. Fire Protection systems must be inspected at certain intervals during construction according to the following schedule:
Fire Sprinkler Systems:
- Underground flush test
- Rough inspection of piping
- Hydrostatic test
- Final acceptance/performance test
Ansul Systems:
- Trip/Dump test (Includes verification of fire panel zoning)
- Final acceptance/performance test

Inspections may be scheduled by calling 708-283-4939 forty-eight (48) hours in advance. When inspections are scheduled, all appropriate installers must be present.
If an inspection/test fails, the Fire Department will attempt to accommodate the fire protection system installer’s request by scheduling a re-test the next business day. Any re-inspection/re-test will result in a fee of $50.00.

Requirements for Installation, Testing, and
Maintenance
The Matteson Fire Department is the authority having jurisdiction for the plan review and acceptance testing of fire alarm systems. This includes new systems and alterations or modifications to existing systems. All required fire alarm systems must be approved by the Fire Department before an occupancy permit is issued.
A fire alarm system must be installed and maintained in the following occupancies:
All multi-family occupancies, which share no common spaces and are separated by a rated wall, shall have a minimum of one approved single-station or multiple-station smoke detector in the immediate vicinity of the bedrooms in occupancies in Use Groups R-2 and R-3.
All multi-family occupancies with four or more units sharing a common corridor or stairway shall be equipped with an hard wired early warning smoke and fire detection system as outlined below:
- Dwelling units shall have a minimum of one approved single-station or multiple-station smoke detector in the immediate vicinity of the bedrooms in occupancies in Use Groups R-2 and R-3.
- The system shall consist of products of combustion detectors in corridors, each level landing areas, tops of stairwells, and tenant storage areas;
- Thermal detectors shall be placed in boiler rooms, janitorial closets, mechanical equipment rooms, workshop areas, and laundry areas;
- A means to reset or silence the common area detection system shall be provided at a convenient location near the front entrance to the occupancy. If the occupancy is more than one floor in height, each floor shall be separately zoned.
- Installation of the common area detection system shall be in accordance with NFPA 72.
- The fire detection system shall be monitored by a U.L. Listed Central Station, or the Village’s fire alarm receiving equipment.
The owner shall be responsible for the maintenance of these systems in accordance with NFPA 72.
For all other occupancy classifications not specifically mentioned in the preceding articles, the following standards apply:
- Occupancies shall be completely detected throughout the entire building;
- Smoke detection spacing, annunciation and installation shall be in accord with NFPA 72;
- In-duct detection is required and shall be designed
to shut down the HVAC system upon activation. All in-duct detectors shall be
equipped with a remote testing feature and be separately zoned. A keyed bypass shall be installed
to override the HVAC fan shutdown.
- Zoning of the smoke detection system shall be in accord with the Building Code in effect at the time of construction;
- The fire detection system shall be monitored by the Village’s fire alarm receiving equipment;
- A strobe light shall be installed at the front of each occupancy. This strobe light shall be visible from the street and connected to the fire detection system so as to provide a visual identification of the affected occupancy;
- The Code Official may require a remote annunciator panel if the main fire alarm control panel is not located by the front entrance to the occupancy.
The owner shall be responsible for the maintenance of these systems in accordance with NFPA 72.
All existing buildings covered herein shall comply with the provisions of this ordinance when:
- Change in ownership.
- All multi-family occupancies with four or more units sharing a common corridor or stairway shall comply with the Early Warning Fire Detection section of this ordinance, within twelve (12) months after its adoption.
- Multi-family occupancies already equipped with Early Warning Fire Detection shall monitor their systems through a U.L. Listed Central Station, or the Village’s fire alarm receiving equipment within ninety (90) days after the adoption of the Ordinance.
- Alterations or damages exceed 10 percent of the physical value of the structure.
- The physical value shall be determined by an appraisal of the structure exclusive of land and furnishings. If there is a dispute as to the physical value of the structure, the matter will be remedied through the appeals process outlined in the Building Code.

When a fire alarm system is being modified and such modification involves three (3) or less devices, (or Fire Alarm Control Panel) the plan review fee is $100.00, which includes one (1) inspection. All other fire alarm system reviews are outsourced to a firm selected by the Village. The cost of such review shall be borne by the permit applicant (cost of review plus $50.00) and includes a rough inspection of wiring, and the final acceptance/performance test.
Fire alarm systems must be designed and installed and function in accordance with locally adopted codes and locally adopted amendments to the codes. Before the fire alarm system is accepted a final inspection must be completed and the system installer must be present to conduct the performance test of the system.
A contractors Certificate of Completion shall be provided to the Fire Department prior to the Fire Department witnessing a performance test of the system. (Per NFPA 72)

Requirements For Installation, Testing, & Maintenance

requirements for the Installation, Maintenance and Testing of fire alarm
systems in the
The Matteson Fire Department currently performs all final inspections and acceptance/performance testing for all fire alarm installations. The Matteson Fire Department will not issue any Occupancy Permits until the fire alarm system has been approved.

The Village of Matteson has adopted the following Codes:
- International Building Code - 2003 Edition. (With Local Amendments)
- International Fire Code - 2003 Edition. (With Local Amendments)
NOTE: The alarm installer/contractor will be required to comply with all other applicable NFPA standards, codes and local ordinances that apply to fire alarm systems.
Methods Of Monitoring Fire Alarm Systems
1. The status of all fire alarm systems must be monitored continuously and the Matteson Fire Department must approve the method.

After obtaining a Site Development Permit, contractors may find it necessary to provide on-site fuel storage during excavation operations. When on-site fuel storage is required, the contractor must obtain approval from the Fire Department. The permit is issued through the Building Department for a fee of $ 25.00. This permit is good for a period of one year. However, each site must be reviewed by the Fire Department prior to the placement of the fuel tanks.

Fire Department personnel will inspect the site with the contractor to determine a suitable site for the placement of the fuel storage tank. Once the site is agreed upon, the Fire Department will sign-off on the building permit application.

Conditions of Permit
-
Construct a containment area around the tank large enough to retain the capacity of the vessel when filled. No fuel shall be delivered before a containment area is constructed.

No smoking during fueling operations.
-
The storage vessel fill be clearly marked as to its contents.
-
Fuel hoses shall be locked when no fueling operations are being conducted.
-
A minimum of one 20# B fire extinguisher shall be within 30 feet of the refueling area during fueling operations.

A copy of the Permit must be displayed on the tank.
Failure to comply with these conditions will result in cancellation of the Permit.
For the purpose of this section, the following terms, phrases, words and their deviations shall have the meanings given herein:
· Property Owner. Any person, firm, or corporation having a legal ownership interest in the property.
· Sign. A nine-inches (minimum) by three-inch (minimum) piece of aluminum or stainless steel stock plate, 1/8-inch thick (minimum), covered with red 3M-diamond grade reflective film or equivalent. Located at the center of the sign is a white 3M-diamond grade or equivalent reflective letter “T” which is three inches (minimum) in height.
· Wooden Truss Roof. A wooden roof structure consisting of a group of triangles arranged in a single plane in such a manner that loads applied at the points of the intersections of the structural members will cause only direct stresses, tension or compression, within the structural members. WOOD TRUSS ROOFS may include, but are not limited to, the following general types of construction: bowstring, warren, sawtooth, k truss, scissors, cambered fink, hammerbeam, pratt, fink, and inverted queen post.
The owner of any commercial or industrial structure which has a wooden truss roof assembly shall be required to mount warning signs meeting the following minimum requirements:

Size and construction. Each sign required to be installed in accordance with this chapter shall be of the size and construction defined within Section 99:20.A.1.

Mounting locations and height from finished grade. A sign shall be mounted directly to the right of each series of entranced doors (front, rear, and sides of the building or structure) at a height of five feet up from finished grade. The Fire Chief may require additional signs, when the distance between entrance doors or the length of a series of entrance doors would require additional warning signs for visibility by Fire Department personnel.
It shall be the responsibility of each property owner to mount, maintain, and prevent obstruction of any warning signs required to be mounted on the building or structure.
In order for the Fire Department to recommend that Building Services issue an occupancy permit, the following items must be completed prior to scheduling a final Fire Alarm/Fire Protection System inspection:
- Exit and exit directional lights are installed over each door and functioning properly.
- Emergency lights must be installed and functioning properly.
- Fire extinguishers must be mounted and properly serviced and tagged with the current year.
- The address, including suite number (if applicable) must be displayed on the front/rear door (minimum of 6 inches).
- If applicable, plans for the Fire Alarm System(s) shall have been submitted and approved in accordance with Village of Matteson requirements.
- If applicable, plans for Fire Protection System(s) shall have been submitted and approved in accordance with the Village of Matteson requirements.
- Fire Alarm Systems and Fire Protection Systems shall be monitored and tested in accordance with Village of Matteson requirements.
- The hood/duct system must be serviced and tagged with the current year and a functional test will be required.
- A Knox Box must be installed and keys available to be locked inside by the Fire Inspector at the time of the final inspection.
- Fire lanes must be properly identified, and marked in accordance with Village of Matteson requirements.
- Alarm Systems must be registered in accordance with Village of Matteson requirements.
The Matteson Fire Department requires the installation of a Knox Box to gain entry into a building, if necessary.
Once the installation is made on the outside of your building, please call the Fire Prevention Bureau at 708-283-4939 and someone will come out and place your keys in the box while you are present.
To obtain a Knox Box application please visit Village Hall located at 4900 Village Commons, or call Fire Prevention Bureau and an application will be mailed to you. All completed applications must be returned to Fire Prevention Bureau for processing.
The design and location of fire lanes shall be according to standards set by the Fire Department, which shall be based on the assumption that the parking of vehicles in fire lanes is prohibited.
Owners of property on which fire lanes are established shall be responsible for providing required pavement markings and obtaining appropriate signage, at owner's expense, in accordance with Village Ordinances. Once posted, the Village will impose fines for violators parking in these restricted areas.
Fire lane signs should be spaced no further than 150’ apart. Additional signage may be required where sight obstructions exist to adequately inform the motorists of the restricted area.
Signs should be installed a minimum of 7’ from the bottom of the sign to the sidewalk. The left edge of the sign should be no closer than 2’ to the curb face (Manual on Uniform Traffic Control Standards).
Street address numbers are assigned by the Community Development Department of the Village and must be displayed as follows:
It shall be the duty of the owner, managing agent and occupant of every building in the municipality to have placed thereon, in a place easily visible from the street, figures at least three (3) inches in height on any residence or apartment building and six (6) inches high on any store or business, and of contrasting color to the building's exterior, showing the street address number of the building. Numbers must be block style, no script numbers allowed.
